In my music library it's Artist - Title but in #music it's Track by Artist (Album).

So, title then artist.

Title - Artist

When you announce what you're listening to, you're announcing a song. That's the center of your announcement, and should come first accordingly.

EDIT: But yes, if you're announcing the album, the same logic applies, with Artist - Title.
