Saying that, ram is dirt cheap right now, so you may as well stock up as much as you can.
You can enable extended memory addressing to get some use out of the upper gigabyte, but the upper gigabyte can still only be used by software that explicitly supports it (which is generally only found in professional-level multimedia software, for example, Adobe's creative suite).
