Should this include monitor/keyboard/mouse/speakers? As those technically aren't part of the computer.

Anyway, I build I just threw together, which is still considerably under your budget.

CPU
Motherboard
Just about any 2x2gb set of DDR2 RAM
Fairly cheap video card, but good enough to play most games at moderate settings if you ever want to
Power supply (a little overkill, yes, but it is a good brand and good price)
Hard drive
Optical drive
Basic case to put it in

Those parts still come out to only just over $800. Since you don't live in the US, you probably won't be able to find newegg prices though...

The computer that my roommate owns and that which I use to game cost just about that. We bought it from NCIX, because we're Canadians, and the specs are as follows:

-Vista 64-Bit
-ATI RADEON HD 4800
-Intel Dual Core 3.00Ghz Processor
-2GB of RAM


And a decent motherboard with fucked up front USB ports which I had to remove.

^that is going to be an E8400 Core 2 Duo, with probably either a 4850 or a 4870 video card, if you are using it for gaming (could also be a 4830, but that is a little lower spec'd, or a 4890, which is fairly new)

Keep in mind that a 32-bit OS can only have 4GB total byte addressable memory, so with a 512MB graphics card going over 3GB of RAM isn't going to do much, if anything.

You can enable extended memory addressing to get some use out of the upper gigabyte, but the upper gigabyte can still only be used by software that explicitly supports it (which is generally only found in professional-level multimedia software, for example, Adobe's creative suite). Of course, RAM is cheap, and even if the last gigabyte is useless to you, 4GB costs little more than 3GB, and if you're using a 64bit processor (even with a 32bit operating system) it's so much more convenient for banking purposes.
