I need help! (mp4 videos, sound volume too low)

I've made a video in mp4 format (by cellphone), but the sound is very quiet and I can barely hear anything normally. Is there some software to make the sound louder, I've searched over the Internet but I didn't find anything relevant. This file is supposed to be played also on others' computers and cellphones, so some techniques to make my computer play louder or something like that doesn't help me much...

If you have Windows XP, you can simply use voice recorder in accesories and it can increase volume.
If you have Vista, you'll have to download a free program because Microsoft decided it would be fun to remove functionality from 90% of their programs. <_<
If you just want something simple that does what you need, I recommend
Wave Editor.
Audacity is another popular one, but I prefer Wave Editor because it allows you to select a part of the file from one specific time to the other, allowing you to precisely crop audio files.
EDIT: Nevermind. Way to read the topic >_< I was thinking mp3 not mp4. Not sure if XP's voice recorder can do that or not. And Wave Editor only handles Mpeg, wav, and wma.
I think Audacity can do that though.
