Perhaps, in order to submit a map, you must first comment on three other maps first. or have three times as many total comments placed as you will have maps submitted+1 kind of thing. That doesnt mean that you have to go and comment three other maps every time you want to submit a map - it just means that you must keep a 3:1 comment to map ratio if you want to submit maps to numa. e.g if you have 9 comments placed in total, you could submit up to 3 maps. This would have several possible effects that i can foresee:
More comments on maps
Higher comment:rate ratio per map
Less maps like that 'numa sucks' one that was around sometime last week
New members maps would get more attention

Things like this have been suggested before, and they have all shot down because it will just result in people spamming comments to post a map, and a general drop on the quality of comments overall.

Awful idea.
Users would just get around this by posting short thoughtless comments and completely negate the entire point of the system. Even if you imposed a character minimum, they'd likely use some kind of generic cut and paste thing to get around it.
It would annoy those who comment thoughtfully currently, possibly dilute their desire to do so in future, and inspire a whole mess of spam like comments just so maps can be posted.
It would create more problems than it would solve.

hmm, i agree. Although i have seen it work effectively with other communities. I guess it's just down to the number of... arrogent people?

Nah, a lot of them are just desperate to get their maps out. The quality of comments on maps would quickly deteriorate if such an idea were implemented.

You seem to be suggesting that posting comments is a good deed and submitting a map is the reward. The ability to submit a map should not be a reward, because it is also beneficial to NUMA and the community.
Somebody who submits 5 good maps a week, but never posts comments, is still an asset to the community, because they are providing others with good maps to enjoy. By placing conditions on the ability to submit maps, you're actually doing harm.

And making it so that you had to comment on 3 different maps just seems unfeasible in trying to make that work on the internet. In theory it's nice, but users would become annoyed with the system.

Forcing people to do things in order for them to submit maps is a terrible idea.
The whole idea behind NUMA is for all users to submit maps regardless of talent level. So there will be some maps that aren't as great as yours... so what? Just ignore them if you don't like them.
