Title Searches

I want to respond to (and hopefully have a discussion on) a comment I saw on the uservoice page, and I figured it would be better to do it here.
Under the topic of title searches, southie wrote this:

Because doesn't that defeat the entire purpose of a feedback system? If you prevent a topic from being brought up at all, you cannot gauge how much the community wants it. And if the community really wants something (and these somethings are pretty obvious, I might add), you should at least allow discussion and show of support. If this rejecting really is going on, then it really doesn't sit well with me. Not at all. I feel like our community is being (illegitimately) censored.
