A lot of this was tl;dr, but this caught my eye:

Why not have both ratings and shown favorites? Then the ratings stay for people who like them, and it's not like snipers can take away from the favorite count.

Because as long as ratings remain people will never be happy and if ratings disappear at least they can stop complaining about how to change the rating system and just complain about bringing the system back.

Honestly, I don't see why we need a rating system at all. I believe a Favourite Authors system with updates like sidke's plugin along with showing how many times a map has been faved would suffice. Then we could have a Top Authors page based on favourites/map (with tiers such as ">25|>50|>100|>200|>500|<500 submitted maps") to highlight great new authors and great old authors. This sort of Top Authors system would be very able to change in the lower tiers often. (Though authors like Zorn would obviously stagnate at the top of the lower tiers while authors like Dragon Moon would stagnate at the higher tiers.)

This is just an off-the-wall idea but I like thinking about the very few ways one could abuse this system as opposed to the very many ways one can abuse the current ratings system we have now.

Maybe we could have a rating system that includes rates that cannot affect the system. If we have a top favorited section, then rates would mean nothing to the placement of the maps, but it is still there so no one can really complain about it being gone.

If the ratings system is abused, that is the fault of those who abuse it, not the system itself. I for one love rating others' maps and I put a decent amount of thought into doing so; I would hate to see it gone.

Right, but my point was that people will abuse any kind of ranking system and that you have to account for that when figuring out a new system, otherwise the new system will be just as corrupt as the old system and there would be absolutely no point to change systems at all.

Make it SYSTEMIC, keep it ENDEMIC.

That above sentence doesn't make too much sense and now it is my slogan.
