Best race user levels and best puzzle user levels???
I was wondering if anybody has a userlevels.txt with the best puzzle levels or a userlevels.txt with the best race levels?

It's a subjective matter. No one really has it, because people could debate that they have the best puzzle userlevels or the best race userlevels.
If you want the best race or puzzle userlevels, the best way to find them is to discover the best levels (in your opinion) yourself. ^_^

To help you on your search for good userlevels, there are several things you can look at:

Also, once you've found a few authors you like, I'd recommend checking out their favourites too, its a great way to discover new maps and authors.

Here's an except from one of my userlevels documents. The file contains some of my favourite races and puzzles of all time. However, it's by no means definitive, and it's a little dated. Most of them were made a long time a ago.

Well since it's all opinion based, if you're using an older version of Firefox, before 3.x, then you can just use NUMadd. I doubt that'll help though, so stick with George's suggestion.
