New Haven

ok, today i was looking at maps and found atob's New Haven map and decided i would try it myself but whilst working on the image in paint, i noticed a very big difference between our image quality and so tried putting the background and foreground images into the game to see how they looked and it turned out that they refuse to load even if i only put one or the other in. i waited approx 10 minutes and it still hadn't loaded so i checked to make sure i had the appropriate a mount of | symbols and they were all there, so i used modmaster just to be sure and the same thing happened. does anyone know why this happens, how to fix it and what program atob used for New Haven?
